That's one of the main reasons of posting the deck. If u think he needs to add or subtract cards, then post it.

I would do the following:
-1 Mobius
-1 Zaborg
+1 Raiza
+1 Thestalos
-1 Mystic Tomato
+1 Soul Exchange
-1 Nobleman of Extermination
+1 Lightning Vortex
-1 Enemy Controller
+1 Shrink
-1 Bottomless Trap Hole
+1 Black Horn of Heaven

Here's my explanation:
Raiza messes up your opponent's draw phase when summoned.
3 Mobius is overkill and discarding a card from your opponent's hand can oftentimes be better.
Mystic Tomato has few targets that can be summoned via its effect, and in addition to that if your opponent has another monster it does not make it viable to grab something for your opponent to destroy. A third Soul Exchange is almost necessary because there are six Monarchs in this deck.

Nobleman of Extermination can be a very worthy card if your opponent has to use another card to stop its effect, but if it hits Solemn Judgment then you also have to remove yours, making it a risky choice. Lightning Vortex is a safer alternative, coming from the simple fact that it destroys all monsters your opponent controls.

I also recommend one Shrink in place of a Enemy Controller. Why turn it into defense mode when you can destroy it? In addition, the Black Horn of Heaven is a counter trap meaning if your opponent tries to drop Dark Armed Dragon or Judgment Dragon you can get it off the field without too much damage.
